It's driving me nuts. There are a bunch of kids with really blonde hair and blue eyes. They're evil and when they are going to kill someone their eyes turn blood red. What movie is this???

I think it's Villiage of the Damned. There's the original version that was released in the 50's or 60's, and a newer version that just came out a couple of years ago. It's the one where a comet passes over a town, no one can remember what happened that night, and then all of the women in town end up pregnant, right? Then they all give birth to the creepy blonde kids that can read minds and hurt people just by looking at them.

Village of the Damned. It was first released in 1960, but I think that you are probably refering to the one that was put out in 1995 that sarred Christopher reeves.
