The answer to this question depends on information not included.

Such as .. is the $600 in bills on top of housing costs?
... where do you live?

If you live in the US, you would be eligible for foodstamps, and possibly rental assistance, so yes, you probably could. Even without rental assistance, you might be able to in a small town in some areas of the country.

If you live in Canada, probably not, unless the $600 bills is your housing costs.

If you live in another country, I don't know.

I have done it ... without any assistance ... myself and three kids living on less than $1,000 a month ... wasn't easy, we didn't eat well, and we went without a LOT, but we got by. Housing and transportation took up most of our income.

Possible in some cases, but I would not say "comfortably" under any circumstances.

there are cheap ways to cook using fruits, vegetables, rice, breads, etc. Have a look at your grocery bill and see which of the processed items you can do without. If someone is able, buy a huge bag of flour and some other baking ingredients and take up baking, its super cheap. And can bring great variety to a diet within a small budget.

I take it you dont smoke, thats good cause lord knows thats where all my extra money goes :( I see so many people spending $1 or $2 in a variety store buying a water or a bag of chips, and thats where all their money goes at the end of the month, buying water!! come on, it comes out of your tap for free. Bring water and snacks from home instead of buying little things cause the money saved on a coffee a day goes a long way.

You say $600 in bills, so that includes rent, utilities, telephone, television, groceries, transportation, credit card bills... maybe Im missing something...? If you're living this cheap then great, I don't see how though, Im a family of three with groceries of $450 a month. So I don't think that figure really includes all those bills. If you dont have credit card payments then congrats, youre at least not falling behind, dont get a credit card, it will not solve your financial problems.

Also, if there are children in your family of four, you must take into account the possibility of prescriptions or a school field trip or a necessity for something that could be counted as an incidental. Money must be put aside for that as well. If you own a vehicle, anything could happen that would drain your remaining money in a month.

How many adults are in your family of four? Is this $1100 income generated by one person or two? either way, there are jobs that pay more, keep your eye out in the paper each weekend and follow up on jobs that are within your capability that pay more than youre making now. Nothing wrong with changing jobs if you continue to move up the wage ladder.

In answer to your question, I believe you can live comfortably with your income and output if you sacrifice and suffer for a while but you dont want to be doing that for the rest of your life. Try to get more income coming into the home so that you can really afford to live. Good luck.

Not really, if you don't do anything or spend any other money maybe but you have extra expenses that come up like food and clothes and other types of supplies on top of the bills.
