Yes it does, I think is partly because when you are having a panik attack you are breathing too fast. When you are breathing into the paper bag you think about your breathing and slow yourself down it also takes your mind of the issue that got you into the panick in the first place.

the reason why they have people breathe in a brown paper bag when they are having a panic attack is so that they can breathe back in some of their own carbon dioxide. In a panic attack you start to breathe faster. When that happens you do not take in enough oxygen, and you breathe out too much carbon dioxide. You can go into a state of alkalosis and pass out. the brown paper bag allows you to get back some of the carbon dioxide that you breathed out, thus putting your body, mainly the respiratory system back on track.

It's true. The CO2 build up in the bag counteracts the excessive oxygen intake caused by hyperventilation. This is not a distraction or focusing technique. It has a physiological basis.

when you have a panic attack you breathe too much, too much oxygen causes the attack to continue... breathing into a bag reduces the oxygen going to your brain and viola you calm down

It can do this because you may have been hyperventelating and getting too much oxygen and by breathing the same air a few times it will get your level down a little. Also a pill called Klonapin works great LOL ;-)

Only if your hyperventilating. See what happens when you hyperventilate is you exhale too much co2 which throws your blood chemistry out of whack. By breathing into a paper bag you inhale your co2 and your blood chemistry returns to normal.

I don't know. Maybe it gives you something to do. Or maybe you're taking in less oxygen when using the bag, which might be good if you're hyper-ventilating.
I don't think I'd do it for too long, though, if it's reducing the amount of oxygen you're getting.

It can help. It make you focus on breathing into the bag instead of the actual attack itself. I get them in high places.

probably just in movies.
Though controlling your breathing does seem to help. Notice how when panicked people will grab a smoke. Thus controlling their breathing, they attribute the calmness to the cigarette.
