This entirely depends on how your website is set-up and how the tool you are using to build the websites work.

If you are using a tool like Contribute, Frontpage, Dreamweaver, Hotmetal, they all contain a publisher. Normally that requires you to enter the FTP settings of your webhost, and it then publishes the files to your server using FTP.

If you are using Frontpage and your website has Frontpage Extensions enabled, then all you really need is to enter your website URL into the Frontpage publisher, and off you go.

The last resort is to use an FTP client like CuteFTP or WS_FTP to manually upload your website to your webspace.

Who is your internet provider?

Here is the link for free Comcast FTP - This link only works if Comcast is your provider.
ftp://upload.comcast.net/
You can drag & drop all your web page html in there.

P.S. If you are using the new IE7 version and would like to see your files in thumbnail view you need to click next to the tools icon , which is the page icon and then Open FTP Site in Windows Explorer

You need to upload it to a server. Using FTP, or some servers have a web tool that you can just browse for your files and it will upload them to the server. If you are using a web design tool many have a utility to upload to your server, you simply enter the server info and password and tell it to upload.

register a domain name for the site and setup a server to host it. you will need IIS (internet information service) or something comparable to be able to assign an IP address to the site and actively take page requests from visitors
