Inhabited Private Premises: No person shall throw, deposit or distribute any handbill in or upon private premises which are inhabited, except by handing or transmitting any such handbill directly to the owner, occupant or other person then present in or upon such private premises. Provided, however, that in case of inhabited private premises which are not posted, such person, unless requested by anyone upon such premises not to do so by sign or otherwise, may place or deposit any such handbill in or upon such premises if such handbill is so placed or deposited as to secure or prevent the same from being blown or drifted about such premises or sidewalks, streets or other public places, and except that mailboxes may not be so used where so prohibited by federal postal law or regulation. (1980 Code § 3-20; amd. 2003 Code)

Contrary to some advice here there ARE laws regulating distribution of fliers. Many private business & shopping center parking lots prohibit it because they have to clean up the mess when people throw them on the ground. For the same reason some municipalties prohibit it or require you to register -- so they know who to go after if they find 2,000 of your fliers blowing around downtown. Check with your local municipality & with the management of any parking lot you intend to hit. You might just hire one of the local firms that distribute fliers by contract. They are supposed to know local regulations.

Congratulations on your new business. That is a tough question to ask. I believe these laws vary from community to community or from city to city. Your safest bet is to call your local chamber of commerce and get information from them about what is legally allowed in terms of publicising you new business.

Check your city ordinances. Some places may have no soliciting and it may be in the ordinance.
