Fantastic, you don't see the black band often, white banding is far more common, so you have one special hamster there. As far as keeping it goes, just keep it as you would any other syrian hamster - housed singly in a good sized cage with narrow bars to stop escapes, plenty of things to chew on, climb through, burrow under etc.
It used to be standard to keep small animals on woodshavings, and although these are widely available and cheap they are far from ideal, Pine and Cedar shavings give off an aromatic chemical called pineol which has been linked to liver damage and shortens the life span.
My daughter's hamster (she is 12 so it's still my responsibility as far as ensuring care is concerned) has newspaper lining the bottom of the cage, shredded soft paper bedding and the usual collection of wood blocks, half a coconut, loo roll inners to chew and run through etc in her cage.
You can expect a life span of about 3 years, and if handled daily should be a fun and engaging pet, only the unhandled ones bite!

I believe there is nothing different between a black banded Syrian hamster and a normal one referring to care. It would help if you researched it maybe there are some special requirements. Hamsters are great pets just remember leave it alone for the first couple of days while it settles in good luck!!!!!!
