your best bet would be cape ann (gloucester/rockport) there are several you can drive up to and walk around.
gloucester- eastern point light, annisquam light,ten pound island light.
rockport - twin lights but must view from shore

there is a lighthouse in newburyport that you kind of rent where you go up to the top and have a catered 7 course meal. can look up this information on the lighthouse preservation society website.

Try Salem, MA (although this time of year it's crowded because of Halloween) or Gloucester or Rockport, MA. All are lovely, quaint New England towns with lighthouses on the sea.

NH wouldn't have very much to offer, I would say either Cape Cod, or the North Shore area of MA

Your best bet would be to go to the north shore of Mass. or go up to southern Maine. NH does not have many miles of coastline.
