Pre paid by payall but have not received item it was promised last week

it happened to me before. 3 weeks after it was supposed to have arrived, this seller disappeared.
through some searching, she posted 4 item listings, and apparently only had 1 of the item.
four people bought it.
one got it.
seller never listed another item.
i paid through paypal
i filed a non producing seller form thing
i didn't get refunded or anything, the only thing that i could do was leave negative feedback to warn possible future buyers.

in your case, try contacting the seller before doing ANYTHING else. ebay is only a place to do business, your transaction is between YOU and your SELLER.
when i sell things, i would HATE it if my buyers could not be bothered to ask me about our transaction. if it's reflecting on me, i want to know about any problems. it's possible that your particular seller is a large volume seller that over looked your transaction. it's also possible they saved a nickel by going media mail, which can take 3-5 weeks instead of five cents more to get it there in 3-7 days.

Did you pay for insurance? Ask the seller if there is a tracking number available.
Contact PayPal to see if you can get a chargeback.
Pull up the seller's contact info & talk to them to see what the delay is. The mail can be notoriously slow sometimes.
If all fails, you may have to file a Non-Performing Seller claim. But whatever you do, contact the seller first before doing anything else.

Follow the guidelines on Ebay that tell you what to do about non reciept of an item.

I lost money...if you paid with paypal buyer credit, you will be better off.

report the item as not being recieved and they will refund you
