I've never understood what sexual consent age means, does it mean that in England and Germany if sexual consent is 16 a 26 year old man can have sex with a 16 year old girl?

Well, it also means that a 16 year old "woman" can have sex with a 26 year old man.
I'm not sure how this is worse than a 16 year old girl having sex with a 16 year old boy. Jackasses are jackasses no matter what age they are. Some guys might like young girls, but not to forget some girls like older men.
And the state really can't regulate people's sexuality anyway, so why try? These laws are only marginally helpful in combating sexual abuse.

yes. as long as the 16 year old gives consent. If anyone has sex with someone under 16, even with their consent, it is still illegal.

Yes, sex is legal at that age if you have consent or equal desire(not forced). Additioanally the younger ages in Europe and other countries is because they are much less conservative than the U.S. in regards to nudity, sex, and society.

it means the age at which you are considered an adult and can have sexual relations with someone over 16. Wow, in your country its YOUNG. Ours isn't till 17 or 18.
