If you have popup blockers running and still get a large number of popups they are not actually popups. There is an adware program running along with the browser and it is displaying the ads. It was probably installed along with a "free" program you downloaded. You will need an adware removal program such as Adaware to get rid of it.

There are two possible sources for your popups:

1) Adware/spyware. As another poster suggested, you need to clean this out of your computer, and NAV is not particularly good at that. Use Spybot Search&Destroy and AdAware, and they should clean it up. If they don't get it all, run HijackThis and post the output to their forums, and someone will usually tell you what you've got and how to get rid of it.

This stuff crawls in through two main means: "drive-by" downloads that exploit security holes in Internet Explorer, especially those related to ActiveX, and things you download such as "free" screensavers that install malware along the way.

A good start on dealing with the drive-by downloads is to use Firefox, Opera, or another browser instead of IE. That won't totally protect you on its own, but for several reasons non-IE browsers are harder to attack and attacked less often.

As for the downloads, use your brain: Why are these people giving you something free? What's in it for them? Read their website's privacy statement. Read anything you're asked to agree to. Use McAfee SiteAdvisor (a free plugin for Firefox) to find out if the site is known to distribute malware. Google for the name of what you're about to download and see if it's been reported to be spyware, etc.

2) Actual website pop-ups, pop-unders, etc. They're getting more and more clever with this stuff. I just had to install FlashBlock in Firefox to put an end to the Flash ads that come crawling across your screen and won't let you read a page until they're done crawling. Firefox's popup blocker will get most of them. Incidentally, some of them are set to pop when you LEAVE a site, so you blame the site you went to, not the one who really sent it.

Upgrade to IE7 if you can. Then use Firefox (or another browser) anyway. Use Spybot and AdAware. Assume any possible download is hostile until proven otherwise. Use SiteAdvisor. It's not a one-point fix, but the combination of all of the above should get the problem under control.

You should open up the Norton program (click twice on the icon in the systray - next to clock) and check that all the configurations are enabled.

Norton has an adblock in their older programs so it should be there in the new one.

Pop ups - I;m not sure if Norton has a pop up blocker with their new version. But you can get a good free one here http://panicware.com/product_psfree.html
