The old African American who hit the car in the front claimed that he and his grandson riding in the front seat got hurt and that the car was damaged. The pictures of the car showed damage on the front fenders completely unrelated to the accident. But the insurance company paid the man $10000 in damages and filed a law suit against the defendant insured. The judge ok'd the deal. Fair?

I am not really sure what you are asking for!
non-americans can be ticketed unless they have diplomatic immunity(seldom claimed for a ticket)
Insurance companies do not pay off unless they have too!
I am not sure what the judge has to do with it- he just oked what the insurance companies had agreed too!
Some how I dont think you told us the whole story, or you bent the facts slightly!

There maybe factors at play where the policeman felt the guy in front may have stopped short - I really have no idea. Unless the driver in the front car is a diplomat, a ticket is a ticket - and Americans get ticketed all the time when they screw up.

Non Americans should expect to abide by our laws, and expect to be ticketed just like Americans if they break the law.

Again - I have no idea what happened (the complete details) and cant give an absolute opinion. I was not there. Sometimes (American or non-American) can see things differently when we are ticketed and only see the wrong we think done us. Sometimes, human nature tends to try and justify itself no matter what.

If the car behind hit the car in front then it was his fault. Plain and simple! If the non American was stopped at lights, then the car behind was clearly not paying attention.

Anyone can get a Traffic ticket, you might get out of it via Diplomatic Immunity, - Insurance scams are rampant, and Insurance companies pay off easy, to avoid lawsuits, they just pass on the cost to the rest of us.

if you are saying that the non american got rear ended while stopped at a stop light then no he should not be ticketed, the afro american should be ticketed.

Uh......NO. That's typical though. I would hate to hit a black person in a car accident. Always have their hand out for something free.
