If your brother accomplished that feat, I'd say to him that he should close his eyes next time. When you sneeze, you're spewing forth a lot of pressure in your face. With eyes open, his eyes could pop out.
He could burst capillaries around his eyes and do other damage. Eyes closing is the natural reaction.

Your brother likely had a sinus infection at the time, which made the pain noticably worse than it might normally have been.

same reason it would hurt if you were holding your arm still and someon jerked it down.
you muscles are trying to go one way real quick, and he forced them to stay open,
I imagine it pulled his muscles
and your face is very sensitive, so even a small muscle strain would hurt.
