You can contact the Local Government Ombudsman who investigates complaints against local councils.
As the wbsite says, they cannot investigate a matter simply because you disagree with it. It may be helpful to find out first if the practice is downto a specific political party then go to an opposition councillor to see what they say.

There may be an Ombudsman who deals with this. The only way I know for you to find out is to type the word Ombudsman into your search engine - this should result in dozens of sites for this or that Ombudsman. Like if you have a problem with your bank there's an ombudsman. So, maybe we got same for problems with councils who break rules which they have set.

Right now is big debate in House of Commons - the gov is gonna give more powers to local authorities [god help us] so keep watching the screens...Good Luck.

First, complain to them about what it is you think they are doing that is outside their powers ('ultra vires'). It may be that they will explain to you how it is within their remit. If they reject your claim & you still think that what they're doing is ultra vires, THEN you can go to the Ombudsman. However, their role is chiefly to decide whether there has been 'maladministration' by the Council or not and whether you suffered any loss. If you really have discovered them misusing their powers (comparatively rare) - then go to the papers, local or otherwise.

go to a council meeting and tell them. wright a letter to the editor of the local paper. Or Better yet take back government and run for office!
