No court in the world as to obtain a court order for a judge to order you to comply with their demands. That is why they are a court of law and the person seeking an warrant has to go before a court of law/judge an explain why and have sufficient evidence for the judge to grant them a warrant.

Yes the court has full authority. If you fail to comply with the court/judge, the judge can hold you in contempt of court. And you can receive jail time an a fine if the judge so orders.

My advise to you is to to comply with the court or for sure you will find yourself in jail an a big fine.

This depends on the circumstances and the reasons as to why a DNA is necessary. In general if both parties are in disagreement then the court can ask for it to be verified via DNA testing. We all know that this method is very accurate.

It can if there's a reasonable suspicion that the man has committed a crime that can be proved or disproved by DNA. In the United States, the test would require a search warrant from a judge.
