You have a trojan (also known as spyware); the pop up is the trojan. The alert it gives you is fake and designed to panic you into sending them money. Then surprise surprise, they remove the trojan for you.
There are genuine free anti spyware programs available; these are the correct download addresses;

Before attempting to remove malware you must switch off System Restore as back up files will be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.

Then beef up your security. Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it.

The Windows firewall doesn't stop malware on your pc from dialling out. Zone Alarm firewall is free for personal use and stops unwanted incoming and outgoing traffic. You choose which programs are allowed to access the internet. It's fairly easy to use and updated regularly.

Instal both these web browsers, turn off javascript on one and use that browser for vising unknown websites. They don't support Active X so thats one less way for problems to get on your pc.

Winpatrol is a handy utility that tracks cookies on your pc and stops unwanted changes to your startup folder.

Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.

This kind of pop up is a scam it tells you you have spyware on your pc If you run it it will find some for you then ask you to buy the software for removal.

Cancel it by crossing the X on the top right hand corner then run something like spysweeper to check and remove any spyware then run you virus checker.

If you dont have any go here for them
antivirus AVG

Spyware-Spysweeper
SPYSWEEPER http://www.download.com/3000-8022_4-1019...

or do a system restore to an earlier date when you know everything worked ok

it depends on how much developed you are. 16 is kind of late to be "just starting" but it is possible. have you had a wet dream yet? if not, your body might not be ready for this. you can email me if you want to discuss youe particular situation but here is some basic advice. there is a muscle between yolur legs, if you peniis is like half hard you can make it stiffer by tensing this muscle. you need to tense this muscle when you stroke. tense and stroke for 10 to 20 seconds, then relax a few sec, then repreat. speed about 1 to 2 strokes per second. then if you start to feel a tingling, or like you need to pee, then don't stop, start stroking as fast as you can for as long as you can, and that might be enough to push you over the edge to climax. hope this helps. I am a parent.

Do a virus scan and clean up trojan.
If you do not have a good virus scanner installed in your machine you should be able to get a free version of avg antivirus or a shareware version of macfee.

You can get avg at:
http://www.grisoft.com/doc/1

Macfee at:
http://us.mcafee.com/root/downloads.asp?id=freeTrials

You could even try the beta version of liveone which is available at http://ideas.live.com

Remember, trjoan is a piece of software on your machine that allows somebody else access to your computer leaving your data vulnerable.

If you are running XP, go back to an old Restore Point and see if that clears it. You don't lose documents, just new system settings and applications you may have installed.

If you have Antivirus software on your computer then make sure it is up to date and run a scan. If not, then go and buy Norton Antivirus.
