We call it work-to-rule. People who work-to-rule follow the letter of the law (so to speak) and don't use judgment or devise creative solutions to problems. This behavior is fine in brand new employees who have yet to develop judgment or don't know enough to be creative. In long-time employees, it is not good, not customer-friendly.

I speak more from a Work environment.
"Lifer", they do everything by the book and not capable of individual thought or imagination.
"Career" person is able to adapt to the flexibility of their work environment which enables change for the better of all concerned.

are you referring to following arbitrary rules when common sense says otherwise, like in an emergency?

but there must be a compelling reason to justify
