why is it not a penalty when Peyton Manning comes to the line and call an audible and his line rocks back and tilts their heads and the wr's take a few steps toward him at the same time, and they have three players moving at the same time. but every other nfl team is required to be like a statue before the snap?

when an audible is being called, the quarterback's hands come out from under center. during this time, the offensive line may move without taking thier hand off the ground (if in a 3-point stance) also the wide recievers may move since there may be a formation change. since no one is making an effort to bait the defense into jumping offsides and/or creating an advantage (by moving early), there is no penalty.

every team does it, btw, the Colts just do it like 100 times more than the rest of the teams in the NFL.

The Colts reset after the audible has finished. You can have multiple players moving at the line so long as they come set for one second before the snap. This rule applies for all teams, watch any of them when the audible at the line. Unless they simulate the snap they are ok.

It's not a penalty because Manning takes his hands out from under center during those situations. In that case, his linemen and receivers are free to do whatever they want, just like other teams do.

Once they're set again, of course, there can be no movement. It's not anything illegal that Manning is doing.

Because while he is at the line, going through his cadence, he's gotta call the audibles before he says "set." When he calls "set" is when they have to be set and can't move. That's why, and yes, it applies to every other team as well.
