And I have had a £300 phone bill ran up on it. I have been speaking to the network provider and they have been able to supply me with the IMEI number and the make and model of the phone that the sim card was being used in. If the phone is registered the owner can be traced. Does anyone know of any database that holds IMEI numbers and registered owners details?
I have reported this to the police as they have the technology to do this but being our police force they wont do F**k all to help(speaking from past experience) any help would be much appreciated.
Thank you.

I apologise if this answer annoys you but I don't mean it to be. There isn't a public database you can use to check IMEI numbers as this would contravene Data Protection like someone has already mentioned. Best thing to do is the following (and I apologise if you've already done it - you haven't mentioned it in your comments).

Call your network provider and get them to put a FULL bar on the sim card, this will prevent any calls being made or received and effectively turn it into a usless piece of plastic.

ABout reporting it to the police - well there's a couple things about that. Firstly, they are the only people who would have the authority to get the information from any provider about where the phone is registered, HOWEVER, the IMEI may not have been registered with anyone.

Anyone can get hold of a 'sim free' mobile which allows any network's sim card to be used, and you don't need to register your details. Orange PAYG phones that are bought in shops are live straightaway and we don't need any details for the phone to work.

I appreciate this isn't what you wanted to hear but at the end of the day, there is no 100% guarantee the police (if they do help) will find who is using the phone.

All I can say is Good Luck!!!! (and I don't mean that sarcistically).

I am not sure if there is a database online that holds these types of numbers because this would probably be a violation of the data protection act (basically an invasion of peoples privacy by law). However, u maybe able to ring ur phone provider? Say it was nokia - u could maybe find out the number for nokia and give them a ring... did u have insurance on the mobile? Perhaps they can help...
Also it might be an idea to have ur phone blocked from anymore fonecalls to protect ur bank balance and prevent anymore fonecalls from being made. Hope this helps.
