I say Batman, as pointed in Hush vol. 1 that he beats Superman easily by exploiting his weaknesses, i.e. Kryponite ring, supersonics, fighting in a tunnel near a gas main so he can't fly or use heat vision.
Sure he would lose in a straight fight, but Batman knows that and he would never take Supes on that way. He always find a way to give himself an advantage.
