Yes and No. Yes at a shallow depth, you are just a foot or two under water and no if you are a few hundred feet of water. Differential pressure would be the reason. Tears overcome pressure to depart the tear duct, easy when you are barely underwater, impossible at very high outside pressure.

why wud u want 2 cry underwater if im going 2 cry the last place i wud b is underwater,but if u had swimming goggles on then yes

not only i can cry underwater, i can even yell underwater too!
i was only 6years old,when i stepped on a broken glass in a public pool...
i drank in tons of chlorine as well, in the process...

Of course you can - the tear ducts still operate, as do your lachrymal glands.
