If he asks this question, you probably are making a large purchase, in which case I find that inserting one paper bag inside a plastic bag offers more stability when packing them in your car. It also gives you a handle. You can recycle the plastic bags by using them for liners in the small trash recepticles around your home, and you can recycle the paper by bringing them back to the store on your next trip, (some stores will credit you for the returned bags.)

If there is no cost difference then
plastic if its raining
plastic if i have to carry heavy items far, paper if i have the car
plastic if i need bags for the bins at home
Otherwise paper as its good for the enviroment

plastic, it has handles so if you have to unload by yourself as fast as possible you can take 4 bags each hand. Also, you can reuse them (especially if you have something that was wet because paper breaks) and use them to hold stinky, leaky diapers.
