Paula, dear, you want to know how to SAY, or where to STAY? You can say Budapest and you can stay anywhere, because the city is really nice.

Pest has most of the must-see places to visit and it's the flat part and more importantly has more subways.. Buda is hilly and other than the castle district and the neighboruing hill, it's mostly residential.
Look for something in your budget downtown, areas within the firs tand second ring are fine.

I stayed in Pest in a pension in a nice residential area. It was easy to take the bus and metro to where the sites were.
Have fun, Budapest is such an interestin friendly city. If you get a chance go to the zoo there.
