Windows Movie Maker will do it, and its free. You can burn it to disc or store and run it on your pc. And its really easy to use.

You can play music while the slide show runs but I think what you want is to attach the music to the slide show. I wrestled with this task for some time as I wanted to make a show that would run on a DVD as a stand alone show. After inquiring at a popular photo website I was directed to photodex.com to try a program called Proshow Gold. I eventually purchased it because it seemed simpler than others I had tried and it will output your show three different ways (DVD, web, or e-mail) beside just running it on your computer. The only glitch is you have to have copy free music to work with.

Not 100% certain, but don't think so. You have to make a "proper" slide show, using, for example, Windows Movie Maker, which you may already have on your PC.
