how do you get it where other people can vote for your best answer?

Use the voting tab. If you're a level 2 user (or higher) you can vote for the best answer of many un-resolved questions.

Eventually if the asker does not choose an answer as best, The one answer with the most votes will be automatically chosen as the best answer.

If you want your answer to be voted the best, you will have to answer the question correctly, and list all steps needed to correct the problem.
