If the Vatican and White House had not insisted that promotion of condom use be removed from all AIDS prevention programs they sponsor?

It does not matter whether the the Vatican or white House had insisted because the problem lies with the culture of the people in Africa, I know that some culture believe that if you use condoms they are no longer a man, the other reason is that some cultures the men can have more than 1 wife.

Education prevents AIDS.

There is a cure to AIDS, as well. It's called safe sex. When everyone learns to have safe sex and to get tested, then we will have practiced the cure.

Thank you for informing me that they did that. I'm guessing they did because the president doesn't want to promote premarital sex.

Not that many as, I would delicately suggest, many African men just don't want to use condoms, whether educated or not.
