It was one of Chuck Jone's laws of the cartoon.

The Road Runner cannot harm the coyote except by going "Beep-beep!" This rule has been violated. For example, in Going! Going! Gosh! the coyote is run over by a truck and we see that the Road Runner is in the driver's seat.
No outside force can harm the coyote—only his own ineptitude or the failure of the Acme products. (This rule was broken once.)
The coyote can stop any time—if he were not a fanatic. (Repeat: "A fanatic is one who redoubles his effort when he has forgotten his aim."–George Santayana; this quote appears on a promotional poster featuring the duo, with the quote appearing in Burma Shave-style clips on signs amid the roadrunner's air wake)
There may be no dialogue ever, except "beep-beep!" The coyote may, however, speak to the audience, occasionally with his own voice or through wooden signs that he holds up. (Actually, this rule was broken numerous times through the agonized screams and yelps that came from being damaged by his own products. In Zoom at the Top, there are two violations: the term "HA-HA!" as he takes cover behind a boulder, and the normal-voiced "ouch" after a bear trap snaps on him with a single drop of oil.)
The Road Runner must stay on the road—otherwise, logically, he would not be called "Road Runner". (This rule was broken, too.)
All action must be confined to the natural environment of the two characters—the southwest American desert.
All materials, tools, weapons, or mechanical conveniences must be obtained from the Acme Corporation.
Whenever possible, gravity should be made the coyote's greatest enemy.
The coyote is always more humiliated than harmed by his failures.
The coyote is not allowed to catch the road runner.

Why couldn't Tom ever seem to catch Jerry? Why couldn't Elmer Fudd ever catch Bugs Bunny? Because it is much funnier to watch them try over and over again and constantly fail.

Think of it this way though, had the coyote ever caught the roadrunner, you would have felt much sorrier for the roadrunner that you ever had for the coyote.

Yes, as a matter of fact the coyote did catch the roadrunner once. After he started boiling water to cook him he started feeling bad about it and let him go. I forget which episode that was.

Yeah me too...poor coyote...I think it is because all the products he buys are from ACME and roadrunner is secretly the owner of ACME...oh and the fact that the show would end if he actually caught the roadrunner...

Actually, Wile E. Coyote did catch the Road Runner once!
Through a cartoon contrivance, it ended up with a shrunken coyote grabbing hold of a normal size Road Runner's leg. Then he looked up, realized the situation, then held up a sign to the audience that said:
"Okay wise guys. You've always wanted me to catch him. Now what do I do?"
Then the short irised out.

However...in the interest of answering your question...Were I Wile E. Coyote I would make it a point to avoid any product manufactured by the Acme (whatever...blasting, rubber band, rocket, ball bearing and the list goes on) Company.

In this day and age he'd be filthy rich with the money from lawsuits for faulty products.

coyote are north America/Canada and road runners are Mexican/ south American . with all those rocks and desert roads i guess the coyote was well an truly lost! probably due to the fact that he was a vegetarian ,overdosed on some mushrooms and took a wrong turn at woolfmart. a sad tale of woe but i think u'll agree it was entertaining nonetheless
