Either go to Start>Shut Down> and Select Restart from the drop-down menu, , then click OK
or
Press the Ctrl-Alt-Del keys at the same time twice to reboot.

NOTE: If you still cannot Reboot, just press the power button off, then wait 10 seconds and power back up. Try not to just shut off the power button too many times as it may cause you to lose data and damage the hard drive eventually..

I've a feeling that it's not rebooting that you're talking about. To reboot, you simply switch off the computer and then switch it back on again. Maybe you can edit your question to let us know what it is you really wish to do.

Press and hold the power button for about 5-10 seconds until completely off... than press again to start up.
