Download speed is not just only calculated based on your main connection to the Internet. It's related the speed of serving computer (in that case, we call file servers.) For example if you are downloading a file from a busy server, your connection speed will decrease.
Keep in mind that, your download speed = opposite's upload speed. This is main fact when your download speed is lower than uploader.

It all depends on the net server you are connected to and the site from where you are downloading the data.
If the site from where you are downloading the data is too busy ( means many persons are accessing it) then the data transfer will be less since it needs to accommodate many users.
Some times it may happen that the net server you are connecting is also heavily loaded with more users then the speed may also defer.
Since your system some times reaches 195 kbps it means that there is no problem in your system and your system can handle high amount of data.

You can have one speed but if the server from the other side is slow then you cant go any faster. If the other site is busy then you will see a drop in speed.Plus the further they are the slower it can be
There are many speed test that you can do and you can work out what speeds you can get from all around the world. Speed test isn't accurate but gives you an idea what speed you can get.

Download speed depends on several factors:
your modem - is is 56k?
What are you running in the background?
Close any open programs, temporarily disable your screensaver.
What type of service do you have? When I had dialup, downloads took forever - about 1/2 hour. Now, I have cable. Downloads take 2 minutes.
With dialup, download speed also depends on your proximity to the phone company. For example, I live about 1 mile from the station. My dialup was nowhere near as slow as my son's - who lives about 10 miles from the station.

like blademm said, it depends very much from the speed of the server you are downloading from, this is the main reason for different download speeds, nothing you can do about it, just patience :)

Limewire? Music? Movies?
If you are downloading stuff on P2P sharing, then most likely are sharing files too. This will drastically slow down your internet speeds. Don't share files on the internet.

your internet connection is shared with other people in your area
say it is 2Mbps it is actually maximum of 2mbps. if lots of people are online then you will only get a portion of the 2mbs this is why the speed changes
unfortunately without changing your isp or upgrading your package, there is nothing you can do about it
