No I don't think so. The Dems have been saying all along we need a gradual withdrawl from Iraq. Bush has been accusing them of "cut and run" for this plan. Now Bush is saying that if Iraq isn't ready to take over their own govt., he will do a gradual pullout.
Go figure.
