Why do council bin men not get fined for dropping litter.?

They make an awful mess at the back of the bin wagon. Do they have a licence to spill?

yeh and why dont they put the bins back when they've done they collect mess but make more by blocking paths and pavements they make me soooo angry.There I feel better for getting that off my chest.And to think this is what we pay our council taxes for!
