rip a cd- copy the data from the cd to your hard drive
burn a cd- store information on a blank cd-r, or in the remaining space of a cd-rw

Rip means to copy from whatever source you are using, another CD, a web site, an email, etc. and prepare it to be put on another disc.

Burning it the process of creating the new disc with the ripped data.
