I'm not sure about "qualified" but honestly I think you might want to take into account the age of consent laws in the state you live. If you do have a boyfriend/girlfriend, you will want to keep everything LEGAL.

Anyone is qualified as long as he or she reached a certain degree of maturity.
With maturity, you are able to handle well the challenges of a relationship.
Of course, essentially, its best to have a partner if you are capable of striking a balance between priorities/ education/ or career and relationship.

i think it dosen't matter my first was at like age 5 or so it all depends on the child or teenage and what time there feel is right for them

kids as young as 12 and 13 have boy/girl friends but I think old enough to take them somewhere is old enough
