The main cause of expansion in transmission lines is generally heat generated by the power they are carrying. So days with heavy loads cause the lines to sag.

In the US, peak electricity consumtion now coincides with the hottest days when air conditioners are on their highest setting - and these are also the days when the lines are least able to cool (the air is hot).
