The electricity operates the motor.
The motor turns the fan.
The fan takes air from underneath the vacuum cleaner and directs it through the dust collection bag.
At the same time the brushes turn and flick up the dust/dirt into the stream of air going into the vacuum cleaner.
The dust bag is a filter with small holes in it. The dust sucked into the bag is bigger than the holes so stays in the bag.
