What circumstances would justify me torturing my neighbor - where they might possibly have some information that I need?

Sounds noble, would suggest that anything worse than looking at you funny as justifiable.

Suggest the basement with Neil Diamond on loop, invest in some clown gear, a feather duster and feed him strange omelette's, stare at them alot and occasionally read some poetry.

There is no justification for torturing anyone or anything. You would perhaps have been better off asking how to get this information from your neighbour - and hopefully you would have the common sense to ignore any suggestions of torture! LB is correct, subtlety is the answer here - but I think maybe your relationship with your neighbour has gone beyond any such solution. You are not even certain they have the information you need so badly. Wouldn't it be prudent to find out before you do anything you can't retract. Sometimes it's too late too say "sorry, I was wrong". Life is full of choices and sometimes we all make the wrong one, even when friends advise us otherwise! Be doubly sure of your choices my friend because sometimes life takes us by surprise.

Torture is never something to play with. It goes against the UN, US and UK constitution (OK, so we in the UK have never been allowed to create a constitution, but you know what i mean).

Sadly, there is not a single member of the UN - including the US and UK governments - that does not practice torture themselves, and condone it in other member states.

Now, of course, they have developed the fancy idea of "terrorism" to justify behaving illegally towards their own citizens and those of other countries.
Cool, huh!
So, by all means. Go out there and model the behaviour shown by your own government. Call your neighbour a terrorist (for playing his music too loud, having an ugly dog, carrying an offensive hairstyle, driving the wrong colour of car... these are all legitimate concerns...). Then you can torture the crap outta him and be praised for defending democracy.

It depends on your definition of torture. If it means harming your neighbor, that could lead to spending a lot of time in the legal system, not to mention money. If this is regarding something that someone elses life depends on, I would get a third party involved to mediate if you cannot resolve this by yourself without torture.

Depends on whether you are happy to be seen as exactly the same as his old neighbour. Why not go the whole hog and lock him up in your garage without trial and that way you could torture him whenever you want. Id be careful though I heard he has some family and Friends,boy would they be upset, they also know where you live........

The use of torture would be limited to military use and in catching suspected terrorists. If you were to start torturing your neighbor, you would simply be jailed for 30 years for attempted murder.

Only if you stared on the ABC hit drama "LOST" and you were marooned on an island and you are and ex Iraqi Military man... then you would be justified. Otherwise, you better expect to go to jail if you try something.

Torture is no guarantee of receiving good information. A savvy interogee will just tell you what you want to hear, whether it's correct or not.

what kind of question is that? no information justifies torture, are you crazy?
no circumstances justify torture. none. it's wrong.
the police are aware of that and will arrest and charge you if you do it, and take your freedom away and send you to jail or worse.
don't do it.
