Is the girl abusive, or being abused?

Well first of all the nurse is required by law to report any potential abuse. She/he could be convicted if the abuse is not reported and something happens to the child. The good thing is that the child will have much less abuse or none any more. The child will be safe and secure. The bad part is that the people feel bad and think its none of their business but child abuse is our business. Report it and help the kid out.

If you're asking about whether a nurse is considered a credible reporter.... IIRC, nurses in all 50 states are mandated reporters for child abuse, and there isn't a heck of a lot of choice here---not reporting can be grounds for lawsuit, and possibly loss of license to practice.

If the child is being abused, you need to report it - if only for her self esteem. If you stand up for her/with her, it will prove she has worth, something people who have been abused have trouble believing. The fact that someone will take her side against anyone who does not believe will mean the world to her.

If she is being abusive, you need to get her help.

If you have been at the receiving end of this girl go ahead and report her...this Nanny State we are in at the moment is allowing un-ruly teenagers to get away with murder..its time we fought back and got it stopped..report her at once...
