If you already have the scanner, it is not a matter of PURCHASING the channels. Your scanner has to be able to scan into the range that they are using. If it doesn't you have to purchase a scanner that will.

if your talking about thier radio waves, like so you know where they are when your racing your car. Certain auto parts stores sell them, and I know circuit city does too. THey are relatively cheap. A friend of mine has one, its pretty decent he payed $40 for it. If you want a more reliable one then you need to be willing to spend more for it.
If thats not what your talking about maybe you should rephrase your question.
