In relevance order even for example you were searching for an image of "Sunset background" the rejected files are not supposed to have these two words, but a topic or article in the website that has the image have the two words close together.
even words they are sometimes found in an article inside the website not in the URL address.

some times on alphabetical order or on the popularity and money paid by the company that is answering.
