How did the ancients people manage? Sundials? Don't work at night. Their clocks were not accurate by our standards. Most thought the earth was flat. Birth and death records were rare for common folks. A lot did not know what day let alone year they were born.
Very recently we now have GPS, atomic clocks (which we seem to need for this) but they did not even have time zones. Till 1492 the New World was not known. Longitude was man made so do you go by local time or GMT. Does daylight savings time matter. In China the time is the same even though it covers 4 time zones.
In more modern times there is the question of "time twins"
not unusual in big city hospitals. Very close birth times can happen. Also there are induced labor births and cesareans that account for about 1/3 in the US alone.

It can differ from down to a five minute difference (moving maybe your Ascendant if you were close to the next sign) or a few planets who were on cusps of houses into the next house, to extreme changes like having your birth time be an hour or more wrong, where it can shift the entire perception of your birth chart. I knew a girl who thought her birth time was an hour earlier than it really was, and when she found the right time her entire chart shifted.

well not all planets move fast like the moon. a difference in time can throw off your moon sign possibly and throw off the Ascendent/Houses, which are just as important as the Planets.
The Ascendent (the First House) is the sign rising in the east at the time of birth. so even a few minutes can mean a different Ascendent. the rest of the houses are based off of the location of the Ascendent, including the Descendent (the Seventh House) witch will be the sign setting in the west at the time of birth.

Exact time of birth is extremely mandatory for calculations as a person born at 6.30 AM on a particular day differs to the person born at 8.30 and so on so fourth. Every 2 hours change the scene of a person due to change in ascendent and star sign. Please trust horoscopes prepared with exact place & time of birth. Even the place of birth at the same time changes the fate. Because New Delhi is 28N39 77E13 and Dallas in USA is 32N50 96W50. Hence please be very accurate then have faith abd belief.

I know it can come down to as little as one minute for a star chart. Twins are a wonderful example of this. Their star charts are completely different even if they are as little as 1 minute apart.
