They have no right whatsoever to demand that you be in by 10:00. They can enact noise ordinances, saying that you have to be QUIET after 10:00, but they can't tell you that you can't be out after 10:00. What about all the people who work evening shifts and don't even get off work until after 10:00? They're not your mom.
As for something to do, I would call your local Housing Authority. If they can't help you, they can at least point you in the direction of someone who can.

The only way I could understand this is if you were living in a boarding house, or you were living on campus at uni, even then one could safely assume that you're all adults and your free to come and go as you please.
It seem absolutely ridiculous that if you are paying rent or a mortgage and anyone can tell you at what time you can and cannot go out.
i think you should contact a lawyer, get some advice, or a renters association or something, this cant possibly be legal for free, grown adults to have a curfew...

I guess if you don't like the rules, you have to move. It's the same if they said no pets.
They aren't discriminating again any particular group. I don't think I'd be able to follow the rules because I work until midnight sometimes.
I've encountered many "unfair" things like this, but consider it a sign that I'm supposed to move on.

of course it's wrong, i don't think that 10pm is late that much! if you have an emergency that you shoudl go out at 11pm or to get in yr appat too late(job, getting ill, family problem, special event.....)i think it's redeculous!
if all your neighbours share this point of view, and i'm sure they do, so then u have the right to complain and to send them your formal and official protestations!

I understand why they are doing it, but it is wrong. You need to take this up with your city councilman or better yet go to your local news outlet. They are always looking for compelling human interest stories.
