Anything that makes them less powerful, such as good manners. It does not require any specific trait or characteristic. Just someone who won't fight back, once that is discovered is enough.
Oddly enough, while schools are just now getting around to addressing the bullying issue, frequently when the parents are advised of the situation, try and bully or intimidate the school officials, with announcements that they will have their attorney contact the school, threaten lawsuit, other such tactics. The kids learned it at home. Only when bullying is no longer tolerated in society as a whole will we have the chance of dealing with it in the schools.
Our currently elected "president" was a bully, at least in junior high, according to a friend who went to school with him. He would not do the fighting, just had a group or entourage who did the actual fighting when he designated the victim. How about that, he has not changed.

Bullies are shallow people that do not seem to need a reason for picking on someone other than the fact that they can.
What goes around, comes around so they will get their comeuppence.
If I ever witnessed any bullying, I would certainly sort it out.

normally its something psychological.... like.... sometimes the bully may feel threatened or unwelcome as a friend.... but usually its because the victim shows a sign of weaknes... stand up for yourself.. be strong and hold your head high.... dont look hurt..... you can get bullyed for almost anything these days... from the way you looked at a teacher to what sex you are (gay, straight).... pretty much anything the bully can think of....
