I will answer your question in 2 way.

1. Maybe old stock with not much colour balance, rejected goods or cannot pass QC.

2. I had been to Thailand and China to look for goods to bring back and sell few month ago.
I saw T-shirt selling at S$0.80, real leather belt at S$2.35 and earrings at S$0.26. I converted the rate using my pocket PC, cannot be wrong.

Imagine if they buy in one 20ft container, the price can be lower some more.

I think they may not make a lot but for sure will not loss $.

ok im not denying the sweatshop angle and im also not denying the foriegn countrys but the more logical answer is that the buyer made a mistake and its a greater possibility the store wants to move slow moving or non selling stock at a loss...i work in retail and it happens all the time.

two dollars doesnt leave lots for light, heat phone, etc.

yes, the raw materials for these things literally cost pennies. If they have children in sweatshops make these things, the cost comes down even more. Nike trainers cost less than 2 bucks to make and sell for sometimes more than 100.

of coz...haven't you heard of child labor in some countries? bad practises, but we are all guilty of it.
furthermore, the mass production in china/ india/ thailand factories will definately decrease overall costs ...
