It's customary to wear a coat in London between the hours of 7.30 and 8pm, unless Easter falls on a Tuesday in that year, when it's 8 until 8.30pm. Also, take off an hour if it's a full moon, and Sundays don't count, you can wear one anytime on a sunday. Although not strictly illegal to break these rules, an ancient law still exists which will see you in the stocks and pelted with nothing but turnips. this is the right time.

I'm taking a wild guess, but I'd say whenever you feel cold.
The time day never stopped me. When I'm cold, I wear a coat.

Theres a saying for the winter and i can't remember the first part the ending is nair cast a clout till may is out, reasonable to be wearing one now. depends on your bodily thermostat really.
