I would recommend that you not bother learning Visual Basic Express. Instead concentrate on Visual C# Express. In my opinion, C# is a far superior and even easier to use than VB, C++, or java.
Even the editor in VC# Express is helpful while learning as it provides code completion.

Then go to http://www.codeproject.com/index.asp?cat=3. Lots of great solutions. Try http://www.codeproject.com/csharp/art2.asp to begin with.
Of course my same advice can be found for VB Express. I just believe learning C# is a far better use of your time.

My advice would be trying to write a "hello world" application. Create a new webform application, drop a label on the form, double click the form (which should create a form load function), type in Label1.Text="Hello World"
Then hit f5 to compile and run it. Your label should say hello world.
From there, begin dragging controls onto the form and get a sense for what they do. When you don't know what they do, highlight them and hit f1 and it will take you to a help screen with source code examples of how you use it and what the class constructors are that create it.
Once you get the hang of THOSE, try to think of a project you could use it for...something simple...and try writing it. There are a TON of code help sites online. Just google VB.NET and you'll get more help than you can handle.

you can download Turbo C or turbo Delphi from http://bdn.borland.com . it's free.
and for java, you can download it from anywhere, mostly free too.
if you choose a programming language, you must consider all the advantages and the disadvantages. try to find the comparison between each programming language.
