Her Majesty Queen Elizabeth II is on the Australian coinage because she is Head of the Commonwealth and Queen of Australia. Australia's head of state is Queen Elizabeth II. Her Australian Representative is the Governor-General, Michael Jefferies, but he is only a ceremonial figure head whilst the Queen is not in Canberra (which is all the time!)

Prior to 1982 (when Canada signed its own constitution), Elizabeth was the Offical Monarchy of Canada and therefore "ruled" Canada. Therefore, her face is on alot of Canadian Money.
