I think your information is a bit outdated. The life expectancy for a person with Down syndrome has increased significantly. It's much more like 55-60 years of age. Progress in heart surgeries and therapies have done a lot to make life for people with Down syndrome much more "normal".

Down's syndrome is the result of having an extra copy of chromosome 21 (known as trisomy 21). This extra copy of genetic material has a number of affects, some of which can be clearly seen in a Down's Syndrome patient's physical appearance, and mental state. However, the extra genes affect a number of body parts, and they will usually have congenital defects such as heart problems, and kidney problems. Because these organs are essentially 'put together wrong', they cannot function quite as they should. As such, they will stop working sooner than they would in a normal, healthy individual, thus reducing the patient's life expectancy.

They have one extra chromosome at Chromosome 21 (we only have 2, they have 3). That's why their appearance is different from ours and the same for those who suffer the syndrome. Genetic make-up is important to determine how you will live. The abnormality of the genetic can lead to a serious problem. Since they are not normal in terms of chromosome number, thus, they cannot live longer than 30 years. To make the things easier, have a look at cancer as an example. Down Syndrome is a complication wherein there cromosomal number is 47 (normal is 46 for humans) there is one Autosome more. It means they have a normal reproductive system BUT their Low IQ and some other complications...leading them to death maybe due to some Physiological matters
