It's not an illogical question. It's just that the answer is less than one.
The exact answer depends on the month as well as which year. 1/12 is not quite accurate because different months have different numbers of days.
If the month contains 31 days it contains 31/365 or roughly 0.085 of a year.
For 30 day months it's 0.082
For February it's 0.076
In a leap year the ratio is basically the same, except February which is 0.079.
And of course 1/12 is the average.

If the question was ; How many months are then in a year ?
ANS : 12 months, you must be knowing.
There are 2 possibilities :--
1 - Your teacher has made a mistake while saying it
OR
2 - Instead of teaching you maths she needs to learn maths.
Conclusion - Stop thinking and wasting time on such stupid questions.

1 year has 12 months, and a month is 1/12 of a year so 1 year has 0.083333333... ( it is impossible to ÷ it).
Did you get the picture? ( your teacher is not stupid, just look at the question from all perspectives)
