I see two possible scenarios in which one or both parents should share the blame for child abuse. When a parent instigates some violent or forceful behavior against the child that goes beyond the normal and necessary action needed to insure the child's safety, we may call it abuse. This includes psychological or sexual actions that do harm to the child.

In another sense, if the parents become aware of any other person's actions that inflict violence or force against the child (including psychological or sexual actions) and they fail to act against this action or fail to ask for civil authorities to act against this action, they are guilty of complacence which is virtually the same as abuse since it permits the abuse when objection could have prevented it.

Children do not belong to their parents but live in the charge of their parents until the child assumes the manner of an adult. Parents have no special rights of ownership of a child. They only have responsibility. Parenting is not a two way street.

Parents should be blamed for the bad things they themselves to their children such as brutal beatings, locking them in the basement, with holding food and water, not allowing them to have friends etc. They are the adult and shape the adult the child will become.

adults are responsible for their own actions and they are legally required to provide a socially accepted level of care for their offspring. if they decline to provide this care they can relinquish the child into the care of others. they cannot neglect to care for or otherwise abuse the child. it violates the childs human rights and breaks the laws of the land.
