Disparity in living standards r ubiquitous in India. As far as rich and poor states r concerned, it is basically due to poor governance/ management of resources/policies by state govts. make them poor. It is generally said that a state is rich as it is rich in natural resources and other one is poor as it has less natural resources. This dosen't stand true. Finally I would say the governance is instrumental, i would like to quote example of bihar which had become a rouge state during Lalloo's regime and now under Nitish the development of state is more than national data and figured in Time magazine.
