He was a corrupt police officer, who actually exhibited morality for rescuing and performing his duties during "daylight" to which he would be under more scrutiny publically.
As far as his father was concerned, his character exhibits compassion towards him, frustration for caring for his debilitating father, and anger over health care, which resonated through prejudice against the employee of the benefits department that he called.
